The National Water Resources Board (NWRB), in collaboration with Global Water Solutions Inc. (GWSI) and in partnership with Global Water Partnership-Philippines and Manila Water Company Inc., hosted a pivotal hybrid forum at Novotel Araneta, Quezon City, spotlighting the urgent water challenges confronting the Philippines. With the theme “Managing Demand, Securing the Future,” the event convened 188 local government officials, water districts (including San Juan) and other water experts, underscoring the importance of collective action in addressing the climate crisis.

Atty. Ricky Arzadon, OIC-Executive Director of the NWRB, opened the forum by emphasizing that merely managing water supply is no longer sufficient. He called for a comprehensive and integrated approach to water conservation.

DENR Undersecretary for Integrated Environmental Science Dr. Carlos Primo C. David laid out a three-fold strategy for effective water demand management: implementing physical solutions to minimize usage, establishing economic policies that incentivize conservation, and engaging the public through social awareness campaigns.

From a global viewpoint, Mr. Maurice Tobon, President of Tobon Engineering, stressed that water demand management is critical for both developing and developed nations. Engr. David Andrew F. Fernandez of Maynilad introduced the “Three R’s” of water management—Reduce, Reuse, and Recycle—offering practical steps for everyday water sustainability.

Ms. Elisea “Bebet” Gozun, former DENR Secretary and current Water Resources Advisor, shared insights from the Be Secure Project, which focused on improving governance, expanding access to water and wastewater services, and building climate-resilient systems. She highlighted that effective water demand management is key to long-term water security in the face of growing climate threats. To reinforce personal accountability, the forum introduced the Save Water Pledge Card, inviting participants to commit to more mindful and sustainable water use in their daily lives.

In her closing message, Atty. Geraldine D. Ramos reminded attendees that water is a shared responsibility, urging a united front in safeguarding this essential resource. As climate challenges grow, she noted, this forum stands as a hopeful and proactive step toward a sustainable and water-secure future—where every drop counts and unity is our greatest strength.

As global water challenges mount, initiatives like this forum offer both direction and optimism, bringing stakeholders together to take decisive steps toward sustainability and resilience in the Philippines’ water future.
